Provide the Russians with a Mediterranean port to replace Tarsus in Syria and gain Russian support

Build a warm-water port for Russia to replace the importance of Tarsus in Syria. Without a need for Tarsus, Russia would have no reason to support the abusive Assad regime in Syria. Russia may even withdraw their support of Iran for Israel. Also, Israeli economy benefits from construction and trade.
